Block enumerates the objections to privatization of roads and shows one by one why they are irrational. There seems to be a message behind his argument that he never states explicitly: People who object to privatization generally object on the assumption that evil human nature can better abuse private systems than public. Block shows again and again that, regardless of natural human greed and lust for power, free market forces provide no incentive for one to act on these natural instincts, as they would not be in one's best interest in the long-run. In this way he makes an outstanding case for the wisdom of the Founding Fathers.
