After the ratification of the Constitution, the first United States Congress met in Federal Hall in New York City in 1789 and many of delegates wanted a "bill of rights" that would guarantee individual liberty in the face of the newly established federal government. James Madison opposed the bill of rights, but feared another Constitutional Convention, which could undo all the work he had done to that point, so Madison drafted a Bill of Rights and delivered it to Congress on June 8, 1789. On September 25, 1789, Congress approved 12 amendments that would be proposed to the various state legislatures to vote on. By December 15, 1791, 10 of these amendments were ratified by the states and they became the first 10 amendments to the United States Constitution.
