The prospects for reforming EU agricultural policies

Agriculture has returned to the top of the European policy agenda. The global rise in food prices has pushed the EU to suspend some agricultural tariffs, and the ongoing "health check" of the Common Agricultural Policy (CAP) has begun the process of scrutinizing the EU farm subsidy regime, a process that will continue under the review of the European budget. The Doha Round of trade negotiations may have stalled for now, but pressure to reform European agricultural policies may be generated by these negotiations in the future. On November 13, the German Marshall Fund of the United States (GMF) invited long-time observer and commentator on EU agriculture policy, Roger Waite, the editor of AGRA FACTS and AGRA FOCUS and a fellow with GMF, to lead a discussion of how various reform strategies could resonate with politicians and the public and likely developments in EU agricultural policy in the future.

On the evening of Thursday, Sept. 18, Volker Stanzel, the political director of the German Federal Foreign Office, and Dan Fried, the U.S. undersecretary of State for European and Eurasian affairs, agreed that Russia's recent aggression has amounted to increased isolation from the West. Sergey Kislyak, who was in his first day as Russian Ambassador to the United States, was in the audience and took exception during a response to Stanzel and Fried. The event took place just a few hours after U.S. Secretary of State Condoleezza Rice delivered a major speech on U.S.-Russia relations to a German Marshall Fund audience. NPR Worldwide carried the discussion in an hour-long program.

Dr. Guido Goldman, currently co-chairman of GMF's Board of Trustees, was an integral part of the organization?s beginnings in 1972.
