In this story, Nick and the kids are on Alcatraz Island in San Francisco Bay. The park ranger there has asked Nick to help complete an environmental impact report. During their stay, Jeff and Mandy witness the attempted murder of a man from China who is attempting to sneak into the United States on a fishing boat. Jeff and Mandy save the man from drowning and learn that the boat is filled with illegal fireworks and drugs. The Chinese man wants to locate his sister whom he has not seen for 30 years. Nick and the kids want to help the man, but they also want to find the owner of the boat — Mr. G. — and arrest him for drug trafficking and attempted murder. Their search takes them into Chinatown during Chinese New Year.
The story introduces the reader to San Francisco, Chinatown, Alcatraz prison, Al Capone and other famous criminals, Chinese culture and customs.
