Description

The Articles of Confederation were adopted by The Second Continental Congress on November 15, 1777, and they became effective when they were ratified by all the states three years later on March 1, 1781. They established a confederation of 13 states, calling it the United States of America. In 1777 the states were still at war with Britain, and did not want to establish another powerful federal government, so they created a loose confederation which had the power to call for military action and to request taxes, but generally left most rights and powers to the states. The Articles of Confederation remained the governing document over the nation until the United States Constitution took effect on March 4, 1789.
