It took a year and half after the completion of the United States Constitution, for the required nine states to ratify it and make it operative. Between the time of completion and ratification, there was much opposition to the Constitution among the group known as the Anti-Federalists, who fought the strong three-branch government that was proposed. During that time, James Madison, Alexander Hamilton, and John Jay wrote 85 articles in New York City newspapers that became know as the Federalist Papers. These articles argued for the ratification of the United States Constitution, and they outlined the reasons for the system of government put forth in the Constitution. Federalist Paper No. 51, written by James Madison, was one of the most influential articles published, as it addressed the checks and balances that were put in place by the constitution to ensure that no branch of the government would dominate over the other.
